Special Presentation and possible motion on Metro’s “Sepulveda Transit Corridor Project” (San Fernando Valley to Westside to LAX) including four alternative routes currently being studied by Metro including three concepts for Heavy Rail (underground and/or aerial) and one concept for Monorail (aerial/at-
    grade/and underground), all four of which would include an underground Station on the UCLA campus and a direct connection to Westwood Village and Metro’s Purple Line Subway underground Westwood/UCLA Station (at Wilshire & Westwood boulevards); and a recently announced fifth proposal from BYD (“Build
    Your Dreams” – a Chinese battery, electronic vehicle, and monorail construction company based in Shenzen, China) for a “P-3” (“Public-Private Partnership) to construct an aerial dual-track Monorail above the I-405 Freeway Median, which route does not include a Station on the UCLA campus nor a direct connection to Metro’s Purple Line Subway or Westwood Village, and which proposal assumes the
    construction and operation of a second aerial “people mover” system through Westwood Village (which would potentially take out the Westwood Boulevard median island or Gayley Avenue center lane) and which would require a two-seat ride to the UCLA campus and Westwood Village: Renee Fortier, Executive Director of UCLA Events & Transportation, and David Karwaski, Senior Associate Director of
    UCLA Transportation – Mobility Planning & Traffic Systems (suggested 50 minutes)

    A. Westside Regional Alliance of Councils (WRAC) Recommended Motions – Steve Sann
    i. WRAC Motion to Support Citywide Sign Ordinance Version B+ (Regarding CF 11-1705): Resolved that the Westwood Community Council supports the Sign Ordinance Version B+ as approved by the City Planning Commission on October 22, 2015, and urges the City Council’s Planning and Land Use Management Committee and City Council to adopt that version of the ordinance which: a) Disapproves any AMNESTY for existing billboards that lack permits or have been altered in violation
    of their permits. b) Disapproves “grandfathering” of any sign districts that weren’t approved or applied for in April 2009, when the CPC approved the initial version of the new sign ordinance. c) Restricts any new off-site signs, including digital billboards, to sign districts in 22 areas zoned for high-intensity commercial use. d) Requires existing billboards to be taken down before any new off-site signs can go up in sign districts. The takedown ratio of existing signs to new signs should be 5 removals to 1 new static sign for conventional and 10 takedowns to 1 for digital. e) Sets administrative civil penalties for sign violators that will act as a real deterrent to illegal billboards and other signage. f) Prohibits off-site signage in city parks and recreation facilities.

In accordance with its Bylaws, the Westwood Community Council (WCC) shall provide an opportunity in open meetings for the public to address items of
interest to the public that are within the subject matter and jurisdiction of the WCC. Individual testimony within the Public Comment period shall be limited to
two (2) minutes per person and up to ten (10) minutes per subject. However, the WCC Chair has the discretion to modify the time allotted on each subject, to
each speaker, and the number of speakers per subject. Items may be called in any order at the discretion of the WCC Chair. EVERY PERSON WISHING
TO ADDRESS THE BOARD DURING THE MEETING MUST COMPLETE A SPEAKER’S CARD AND SUBMIT IT TO THE CHAIR OF THE
COUNCIL. The agenda is posted for public review at the Westwood Branch Public Library, 1246 Glendon Avenue, Los Angeles, CA 90024, and at
http://www.westwoodcommunitycouncil.org online. Belmont Village Westwood provides free covered self-parking in its underground garage, accessed from the
driveway at 10475 Wilshire Boulevard, and also is accessible via public transportation by all bus lines serving Wilshire Boulevard. Belmont Village Westwood,
including its Town Hall Community Room, is an ADA accessible facility.
