A. Westside Regional Alliance of Councils (WRAC) Recommended Motions – Steve Sann
i. WRAC Motion on information sharing from Dockless Scooter providers in City of L.A.
Whereas, a recent felony hit-and-run incident occurred in Pacific Palisades, in which a user of a dockless scooter fled the scene after striking and seriously injuring a beloved local pastor, and the dockless scooter company subsequently refused to cooperate with LAPD investigators to provide the name of the user who rented the scooter involved in the accident, thus preventing or delaying justice: 2
Now, therefore, be it resolved that the Westwood Community Council joins with other WRAC-member Councils in urging the Los Angeles City Council and the Department of Transportation to require that all dockless mobility device permits issued in the City of Los Angeles be conditioned on the providers’ agreeing to cooperate with law enforcement in the event of an accident involving injury to a person caused by, or claimed to be caused by, the use of a dockless mobility device; and
Be it further resolved that the Westwood Community Council opposes any effort at the State level to prohibit or restrict the right of local municipalities to exercise local control in requiring providers of such dockless mobility devices from providing such data, and any other restriction that would compromise the ability of local governments to protect public safety, health, and welfare.
B. Discussion on Measure EE (Quality teachers, class size reduction, and local school safety measure/ LAUSD Parcel Tax) to appear on June 4, 2019 Los Angeles Municipal Special Election Ballot – Roozbeh Farahanipour

16. Motion to Adjourn
In accordance with its Bylaws, the Westwood Community Council (WCC) shall provide an opportunity in open meetings for the public to address items of interest to the public that are within the subject matter and jurisdiction of the WCC. Individual testimony within the Public Comment period shall be limited to two (2) minutes per person and up to ten (10) minutes per subject. However, the WCC Chair has the discretion to modify the time allotted on each subject, to each speaker, and the number of speakers per subject. Items may be called in any order at the discretion of the WCC Chair. EVERY PERSON WISHING TO ADDRESS THE BOARD DURING THE MEETING MUST COMPLETE A SPEAKER’S CARD AND SUBMIT IT TO THE CHAIR OF THE COUNCIL. The agenda is posted for public review at the Westwood Branch Public Library, 1246 Glendon Avenue, Los Angeles, CA 90024, and at http://www.westwoodcommunitycouncil.org online. Belmont Village Westwood provides free covered self-parking in its underground garage, accessed from the driveway at 10475 Wilshire Boulevard, and also is accessible via public transportation by all bus lines serving Wilshire Boulevard. Belmont Village Westwood, including its Town Hall Community Room, is an ADA accessible facility.
