- Conversation with UCLA Administrative Vice Chancellor Michael Beck; question and answer session with WCC members. Suggested topics for discussion may include:
- UCLA’s long-term plans for development and/or redevelopment of Main Campus and West Campus
- Impacts of recent enrollment growth on housing shortage, spike in rental prices in Westwood, etc.
- Possible future enrollment cap in Westwood (UC Regents to accommodate future enrollment growth at other nine UC general campuses, all of which have much more available land and other resources)
- Possibility of developing a “second campus” or satellite campus to accommodate future enrollment growth (i.e., “vertical campus” in Downtown L.A. high-rise, Arts campus in Playa Vista, or elsewhere)
- UCLA’s current and future plans for additional: Student Housing, Faculty Housing, Academic Space, Research Facilities, Recreation Space, Open Space, Student Support Space, Office Space, Performing Arts and Museum venues, Parking, and other institutional needs in Westwood and elsewhere
- UCLA’s future plans for “The Hill” – repair/replacement of Sunset Canyon Rec Center, Sunset Village (redevelopment of Delta Terrace, Courtside), Lot 11, etc.; the need for sensitivity to the neighbors
- UCLA’s plans to redevelop the Ueberroth site, adjacent northeast corner of Gayley & Le Conte, etc.
- UCLA’s plans for continued property acquisition and/or leasing in Westwood Village and elsewhere
- UCLA’s development plans (use, massing, and density) for Lot 36 property in Westwood Village
- UCLA’s plans to integrate Westwood/UCLA Subway Station on Lot 36 into larger development vision
- UCLA’s plans for “last mile/first mile” transportation between Lot 36 Metro Station and Main Campus
- UCLA plan to tie into Metro’s proposal to connect the Valley with Westwood via 405/Sepulveda Pass
- UCLA’s plans for more bicycle infrastructure, and connection with approved Gayley Avenue bike lane
- Any plans to establish more Arts venues in the Village (Performing Arts theater, Fowler Museum, etc.)
- Impact of Geffen Academy development on Lot 36 site, and long term plans for Geffen Academy
- UCLA’s plans for 2028 Olympic Games, and how will this impact the Village and the rest of Westwood
- Continued commercialization and opening of new businesses on campus that compete directly with Village merchants; problem of giving students fewer and fewer reasons to come down into the Village
- UCLA’s role in providing “fun” for students on UCLA campus (Ackerman Union, The Hill, elsewhere).
- Community concern over height, density, scale, and character of UCLA developments in Westwood
- UCLA’s willingness to respect and honor key provisions (height, density, signage, historic preservation) of various Westwood Community and Specific Plans (i.e., Westwood Village Specific Plan, North Westwood Village Plan, Westwood Community Multi-Family Specific Plan, etc.)

- WRAC Recommended Motion to Request Extension of Community Plan Timeline by Planning Department: Resolved that, “The Westwood Community Council finds the Community Plans Update Outreach Plan timeline of 3 years to be overly ambitious (consider that the West Adams-Baldwin Hills-Leimert and Granada Hills Community Plans required 7 years, and the Expo Station Neighborhood Transit Plan required 4.5 years), potentially limiting adequate public input and feedback. Therefore, we request that the Planning Department be funded to extend the timeline if and as needed to accommodate achievement-anchored benchmarks.”
- WRAC Recommended Motion on Request for Planning Data Prior to Start of Community Plan Update: Resolved that, “The Westwood Community Council requests the Planning Department provide all information (listed below), prior to commencing any work on the Community Plan Update process. These data are prerequisite for meaningful asset-based grassroots planning input to any Community Plan, whether it is for the Westside’s first cycle (Palms–Mar Vista–Del Rey, Venice, Westchester–Playa del Rey, and West Los Angeles Community Plans) or second cycle (Bel-Air–Beverly Crest, Brentwood–Pacific Palisades, and Westwood Community Plans):
- What is the current aggregate population in the Community Plan area?
- What is the projected population in the build-out year?
How is it calculated? Who calculates it? Is the U.S. Census used?
- What is the population capacity in the current zoning, including R zones and C zones with already approved density bonuses (i.e., Transit Oriented Communities, Expo Station Transit Neighborhood Plan, etc.) and Accessory Dwelling Units?
- What is the population capacity in the proposed zoning, including R zones and C zones with already approved density bonuses (i.e., Transit Oriented Communities, Expo Station Transit Neighborhood Plan, etc.) and Accessory Dwelling Units?
- What is the capacity of jobs or count of jobs currently?
- What is the change in jobs as a result of proposed zoning, either by increase in C or M zones or reduction in jobs if C or M zones are decreased?
- WRAC Recommended Motion in Support of Protected Tree Ordinance: Resolved that, “The Westwood Community Council supports the initiative of Councilmembers Paul Koretz and Mike Bonin in their November 22, 2017 Motion to City Council to strengthen the City’s Protected Tree Ordinance (#177404).”

In accordance with its Bylaws, the Westwood Community Council (WCC) shall provide an opportunity in open meetings for the public to address items of interest to the public that are within the subject matter and jurisdiction of the WCC. Individual testimony within the Public Comment period shall be limited to two (2) minutes per person and up to ten (10) minutes per subject. However, the WCC Chair has the discretion to modify the time allotted on each subject, to each speaker, and the number of speakers per subject. Items may be called in any order at the discretion of the WCC Chair. EVERY PERSON WISHING TO ADDRESS THE BOARD DURING THE MEETING MUST COMPLETE A SPEAKER’S CARD AND SUBMIT IT TO THE CHAIR OF THE COUNCIL. The agenda is posted for public review at the Westwood Branch Public Library, 1246 Glendon Avenue, Los Angeles, CA 90024, and at http://www.westwoodcommunitycouncil.org online. Belmont Village Westwood provides free covered self-parking in its underground garage, accessed from the driveway at 10475 Wilshire Boulevard, and also is accessible via public transportation by all bus lines serving Wilshire Boulevard. Belmont Village Westwood, including its Town Hall Community Room, is an ADA accessible facility.
